These Regulations, made under section 63 of the Climate Change (Scotland) Act 2009 make provision for the assessment of the energy performance of non-domestic buildings and of the emission of greenhouse gases from such buildings. They also provide for the circumstances in which the owners of non-domestic buildings are required to take steps to improve the energy performance of such buildings and reduce such emissions. The Regulations provide for the making of an action plan containing a programme for the implementation of measures to— (a) improve the energy performance of the building or building unit; (b) reduce emissions of greenhouse gases produced by or otherwise associated with that building or building unit.
