This Order establishes rules and proceedings for identification of emission sources to the atmospheric air subject to state registration and rate setting. This Regulation shall be used for: (a) state registration of the emission of pollutants to the atmospheric air; (b) validation of environmental standards for air quality; (c) validation of maximum allowable emissions to the atmospheric air; (d) validation of the proceedings for the issuance of authorization for emissions of pollutants to the atmospheric air; (e) restriction, suspension or stopping of emissions; (f) environmental impact assessment (EIA); and (g) prevention of emergency pollution. Pollutants specified in the list contained in the Annex 2 shall be subject to compulsory registration and rate setting.
